It uses height and circumference (abdominal - neck) to find the value on the table. DS is 70 in height 14 in circumference (28-14). So there is no value in the table. He is off the range for minimum body fat calculation. Too skinny to join the army ? I really can not find the minimum body fat value for disqualification but the maximum one.
